V. Fei Tsen

V. Fei Tsen is the President and CEO of Windflower Properties , a mission-driven, multi-family residential development company. She has more than 40 years of experience in guiding large scale, mixed use developments that have transformed industrial and waterfront land.
Fei is a thought leader on community development and revitalization, parks and open space, and affordable housing policy. Her leadership and expertise were critical for the creation of some of San Francisco’s most iconic parks and civic spaces – Yerba Buena Gardens, Zeum/ Children’s Creativity Museum, the new De Young Museum, the Ferry Building, the San Francisco waterfront after the demolition of the Embarcadero Freeway.
Now as President of the Treasure Island Development Authority, she leads the agency in redeveloping the former naval base into a new district of up to 8,000 homes and 300 acres of waterfront parkland and open space.
