Admission to the Gardens is free to San Francisco residents, veterans, Museums For All participants, and Gardens members.
Proof of San Francisco residency:

A California driver license or ID showing your San Francisco address is best for proof of residency.

A recent utility bill ore rental/ lease agreement showing your San Francisco address as well as a photo ID is acceptable too.

Digital proof on your smart phone (i.e. photo of your ID, screenshot of your utility bill) is acceptable.
Veteran definition:
A person who is currently serving in the active military, naval, air, or space service, or who has completed such service and was discharged or released therefrom under conditions other than dishonorable
Museums For All:
All visitors receiving food assistance (SNAP benefits) are offered free general admission. Free admission for up to four people may be redeemed by presenting a valid EBT card upon entry. Full-priced admission to special exhibitions, events, and programs still applies

Everyone is welcome to the Gardens for free at given times:
Conservatory of Flowers: Free admission on the 1st Tuesday every month
Japanese Tea Garden: Free admission from 9am – 10am on Mondays, Wednesdays, and Fridays
San Francisco Botanical Garden: Free admission from 7:30am – 9am daily and the 2nd Tuesday of every month, Thanksgiving Day, Christmas Day, and New Years Day
